Brian LaCroix



Brian LaCroix, President

  • EMT/Paramedic for 23 years
  • BS degree in Business Administration
  • Post Graduate Studies

Throughout his emergency medical services career, LaCroix has been an emergency medical technician, paramedic, educator, author, CISD peer counselor and manager. He has helped develop state emergency medical services for both Minnesota and Wisconsin. His international emergency medical services experience includes extended projects in Nicaragua and France. LaCroix is a past member of the Minnesota Emergency Medical Service Regulatory Board and current chair of the Hennepin County EMS Council.

Mark Anderson



Mark Anderson, Director of Finance

  • Bachelor of Business Administration

As Director of Finance, Anderson is responsible for the Business Office as well as providing information and direction relative to all financial aspects of AMT operations. This includes capital acquisition, monthly financial reports, cost and revenue analysis. Anderson is currently involved with helping develop and track statistical measures including transport times, response time reporting and unit hour utilization.

Chuck Kaufman



Chuck Kaufman, Director of Communications

  • Certified Emergency Medical Dispatcher for 12 years

As Director of Communications, Kaufman is responsible for the Dispatch Center and telecommunications operation. Kaufman began his AMT career more than 30 years ago as a “rig washer”. For several years he worked on the street as an EMT and then moved into the communications centers as a dispatcher. He progressed to lead dispatcher and eventually to Director of Communications. The AMT Communications Center oversees 230 calls per day across a wide geographic area and is recognized as a secondary PSAP by the State of Minnesota.

Kevin Miller



Kevin Miller, Director of Operations/Organizational Leadership

  • Paramedic for 21 years, BA degree Organizational Leadership*

As Director of Operations, Miller leads all AMT ambulance operations in five distinct geographic service areas, which consists of nearly 100 communities and townships and more than 800,000 people. For nearly six years before joining AMT, Miller was Dakota County’s EMS Director. Other EMS experience includes Director of the Campbell Emergency Response Team in Weatherford, Texas and ambulance services roles in Fort Worth, Texas. Additionally, Miller has served on a variety of industry-related committees and councils and is current Vice-Chair of the Minnesota EMS Regulatory Board.

Susan Long



Susan Long, Director of Clinical Services

  • Paramedic for 24 years
  • BA, Post graduate studies

As Director of Clinical Services, Long oversees all quality and safety functions as well as internal and external education activities. In 1997, Long joined Allina as an Operations Manager in our North Metro ambulance operations and has subsequently provided leadership in ambulance and support services, staffing, education and quality.

Bill Snoke



Bill Snoke, Director of External Affairs

  • 35 years of EMS experience
  • 25 years as an EMT
  • BS, Carlson School of Management
  • MAPA and doctorate studies, Hamline University

As Director of External Affairs, Snoke leads AMT’s community and government relations efforts, legislative affairs, business development and strategic planning. Snoke came to Allina in Fall 2003 as Director of Operations. After 18 months as Director of Operations, he assumed his current role. Throughout his 35-year career, Snoke has worked in a wide variety of EMS roles including first responder, volunteer, paid ambulance attendant on basic and advance life support services, EMS planner and other administrative positions. He has also been an adjunct professor of public administration at Hamline University and guest lecturer at Hamline University and Century College.

Charles Lick, MD



Charles Lick, MD, Medical Director

  • 20-year veteran of emergency medicine, Board certified

As Medical Director, Dr. Lick is responsible for the care delivered by AMT personnel and setting equipment and training standards and service protocols. In addition to his AMT duties, Dr. Lick is the medical director for Allina’s Buffalo Hospital Emergency Department and an emergency room physician. At AMT, Dr. Lick founded Allina’s Heart Safe Communities program, which was designed to increase the survival rate of out-of-hospital cardiac arrests by placing automated external defibrillators in public places. Throughout his career, Dr. Lick has worked with multiple community, health care and civic organizations to advance the cause of early defibrillation for sudden cardiac arrest.

Paul Satterlee, MD



Paul Satterlee, MD, Associate Medical Director

  • Board certified emergency physician for eight years

As Associate Medical Director, Dr. Satterlee supports the work of Dr. Lick by focusing on field support and response, as well as medical research and publishing AMT’s clinical success to both regional and national EMS audiences. Dr. Satterlee is also on staff at Abbott Northwestern Hospital’s emergency department. Previously, he served as North Memorial’s Associate Medical Director and practiced in their Emergency Department. In addition, Dr. Satterlee is an active member of the Minnesota Disaster Medical Assistance team (DMAT1) and Medical Director of the Paramedic Program at Century College in White Bear Lake, MN. In May 2008, Governor Tim Pawlenty appointed Dr. Satterlee to the MN EMS Regulatory Board, representing emergency physicians.
